REPORT FROM THE TUC LAGOS STATE COUNCIL STATE ADMINISTRATIVE COUNCIL (SAC) MEMBERS RETREAT HELD ON THE 5TH OF JULY AT THE PRESKEN HOTEL ALLEN JUNCTION, IKEJA, LAGOS.
This Report is the outcome of the brainstorming session of the retreat held by the leadership of the Trade Union Congress of Nigeria (TUC), Lagos State Council.
The following Committees have submitted their reports
1. Research and Development
2. Media and Publicity
3.Training Committee
4. Code of Conduct
5. State Assembly and Political
6. Mayday Committee
7 Mobilization and Welfare Committee.
The Committee that is yet to submit its report is the Finance and investment Committee.
CODE OF CONDUCT
The council code of conduct focused on the following business items:
1, Meetings
2,Discipline
3,Finance
MEETINGS ;
1,Every meetings shall have approval of the minutes of the last meeting
2,Reading and adoption of the last minute .
3,Matter’s arising from the minutes.
4,Report from relevant offices and commitees.
5,Open discussion on information presented by the committees.
6,Mortions on the open discussion (fact & opinion)
7,The agenda of the meeting shall be published at least three working days before the meeting except for emergency meetings.
8,The chairman shall always chair the meeting unless been deligated to the vice chairman which shall remain impartial and no one shall speak when the chairman is speaking.
DISCIPLINE ;
1,Any council member who absent his/her self from meeting of SAC/SEC for three (3) consecutive meetings without a cogent reason that must be approved by the chairman or his designate prior to the meeting shall forfeit all entitlement due to him/her for the period.
2,The SAC may sanction any member for any serious gross misconduct or negligence of duty, dishonesty, gross incompetence, refusal to carry out legitimate decisions of SAC. In such cases, the appropriate sanction will be decided by the SAC.
3,The Chairman or his designate shall have the exclusive right to recognise person(s) to make contribution ( speak during meeting) Any SAC member that has contribution to make shall signify by raising of hand.
4,All SAC members must put their cell phone on silence during meeting to avoid distractions.
5,Any member of SAC that is late for meeting will loose #500 for every I hour of lateness from his/her sitting allowance.
FINANCE ;
The council shall operate two account, I.E
i-INVESTMENT ACCOUNT
ii-RECURRENT ACCOUNT.
2 The Council shall reserve the right to save 50%of any monetary gift from government or any organization and shall be deposited into the investment account while the remaining(50%) fifty will be deposited into the re- current account.
3, The Financial Secretary shall raise a request of expenditure which must be approved by the Chairman.
4,The financial year of the council shall be run from MAY to APRIL and the budget shall be made available for deliberation and adoption on February of each year.
5, Affiliates deadline for the payment of annual levy shall be October of each year.
6, There shall be quarterly impress cash amount of ₦50, 000 for Chairman and Secretariat for the day to day running of the office.
MEDIA AND PUBLICITY COMMITTEE
Good use of Social media
to enhance the image of the Council.
Quarterly Media parley with Labour reporters.
Press Statements on topical issues that are related to government policies and Labour matters.
Awards to best Labour reporter of the year.
Publicity via banners, Tshirts, Caps etc for SAC members.
Work closely with research committee.
RESEARCH AND DEVELOPMENT
Work on topical issues that affects workers.
Take a critical look at the impacts of government circulars on workers from time to time.
Critical analysis of annual budget and its impact on workers welfare.
A comparative analysis of the last 3 budgets of the State.
Pension challenges and the need for social socurity for retirees who pay their taxes religiously.
Research into the issue of causualization and the role of the government (public and private sector)
Look into the informal sectors and see how the tax net can be expanded as a way of increasing the IGR of the State.
Also, ensures that governments gives priorities to welfare issues of workers and the people generally.
STATE ASSEMBLY AND POLITICAL
Work closely with the research committee
Help the platform to gain political leverage in the state.
Help to lobby the government for certain political favour.
Help in the submission of bills for consideration on the floors of the State House of Assembly.
Advice the council on any political matters.
MAYDAY COMMITTEE
Work closely with other sister interest groups towards the success of the Mayday celebration.
Ensure adequate and proper preparation of the council and its affiliates for Mayday activities.
Provides proper dissemination of information to all members of SAC and SEC as to what role(s) is required of them before, during and after the celebration.
To also ensure that the celebration is unique and colorful.
TRAINING COMMITTEE
To put in place adequate preparations for the annual training
To come up with thaught provoking topics for discussion and approval of SAC.
To ensure that affiliates are carried along on the issue of training.
Prepare the venue for the training.
Ensure adequate provisions for feeding and accommodation of trainees if possible.
To also make adequate publicity for the training.
To put in place all necessary logicstics needed to make the training a huge success such as (facilitators, MC, public address system, feeding tags, certification, etc)
To come up with other creative ideas for the approval of SAC towards making the training exercise more enriching and engaging.
MOBILIZATION AND WELFARE COMMITTEE
To ensure that the welfare of all SAC and SEC members are adequately taken care of during meetings when necessary.
To ensure the adequate and prompt delivery of foods and drinks to the venue of events.
Work closely with Training, Mayday, Media and Publicity Committee and other Committees if necessary.
To ensure affiliates are fully mobilized during rallies or Industrial actions.
ISSUES THAT NEEDS URGENT ATTENTION
Looking at possible tourists area of attraction (Badagry, Talakuta Republic) etc and see how the Union can work with the government towards making it a place of tourist attraction.
Making the Mayday celebration more engaging and colorful
Courtesy visit to the Committee on Establishment, Lagos State House of Assembly.
Call the attention of the inspectorate Department of the Federal Ministry of Labour on the need to perform their duties.
